Senior Civil Transmission Line Engineer

The Engineering Department provides engineering expertise, construction project management, technical services, and support to Central Arizona Project (CAP) and is seeking an experienced Technical Writer to effectively develop, manage and maintain engineering technical publications and documents.

In this position, you would effectively develop, manage and maintain engineering technical publications and documents, including standing operating procedures, maintenance agreements, operation and maintenance manuals, technical procedures, construction specifications, and other engineering design and study reports by partnering with appropriate Subject Matter Experts. You would be an asset to our engineering groups by managing each technical document through its development life cycle including information gathering, content development, evaluation, production and implementation. A few of the specific responsibilities include:
• Developing/modifying new standing operating procedures using engineering drawings, contractor and vendor submittals, existing standing operating procedures, design summary reports, field visits, subject matter expert interviews in the field, and safety standards.
• Developing and documenting maintenance agreements between CAP and third party or external agencies using standing operating procedures, design and construction documents, operating manuals, safety programs, subject matter expert interviews and contracts. This may include written documentation, drawings, and technical illustrations.
• Developing project specific construction specifications and/or CAP master specifications utilizing CSI formatting.
• Coordinating technical documentation projects throughout the entire project life cycle including initial research and planning, content development, production, and evaluation, periodic reviews and updates.
• Ensuring that documents conform to appropriate CAP and industry standards and meet the requirement of the district's contract with the federal government and other agencies.
Having an Associate's Degree (or higher) in construction, engineering technology, or a closely related field in addition to five (5) years of practical work experience in design engineering, construction, field engineering, or plant operation in a large power generation plant, water pumping plant, utility plant, in mining or in manufacturing is required. To be successful in this role, you should also be highly proficient with Microsoft Word and Excel, have experience with a document management system and record retention system, as well as working knowledge of concepts, principles, and procedures used in maintaining and controlling complex, enterprise-wide records management systems, including a thorough understanding of the issues associated with long-term retention of electronic records.
The ideal candidate will also possess NICET Certification in Civil, Electrical, and/or Mechanical Systems Engineering Technology; experience with Adobe Acrobat, Adobe Illustrator, AUTOCAD, and Microsoft Project; the knowledge and ability to review and understand electrical one-lines, schematics, wiring diagrams, and piping and instrumentation diagrams; and the ability to review and utilize contractor submitted documentation to compose and modify operating procedures, as-builts, and other technical records.
